The Government Accountability Office found that Robert F. Kennedy Jr.'s HHS illegally withheld more than $78 million that Congress approved last year for the Agency for Healthcare Research and Quality — the agency whose research helped hospitals cut deadly infections. It has funded almost no new research since, and has gone from about 300 staff to about 90.
