As a Michigan state senator running the corrections budget, Barrett inserted language stripping jail reimbursement from counties that limited cooperation with ICE. Kent County stood to lose $1.1 million a year, Wayne County $1.5 million. Michigan's own corrections department opposed it and the governor vetoed it.
